Yes, you can access the Plesk installation for your WinVPS by using Internet explorer (Any browser) in a way like: https://xxx.xxx.xxx.xxx:8443/login.php3 while xxx.xxx.xxx.xxx is IP Address for your WinVPS. You can use any of the Ip Address.

Mail Services was stopped for approx 30 seconds and UP now.
