If a domain expries then can only the previous registrar renew the domain?

The reason is one of my friends domain expired 3 days back. He called the current registrar to renew it but due to some differences he told them that he will register it from somewhere else. On this that registrar told him that you cannot register this domain from some where else.

Why is that? I thought once the domain expires anybody can register it from anywhere, isn't it?
 
That is true, when the domain expires, the old registrar is legally allowed to hold it for 60-90 days and then auction it off on a expired domains list.

You really must register again with them, or transfer 30(or 60) days before expiration.
 
Whenever a particular Domain Name is not renewed till the expiry date, it would slip into the Renewal Grace Period (40-60 days). After this period the Domain Name would available for Re-registration by anyone. If the expired registration has gone past the registrar’s grace period, only that registrar will be able to restore the domain name from the Redemption Period.

However if your domain expired with your old Registrar, and you renewed it with them, then do not Transfer it within 45 days of the previous expiry date since it will not add 1 more year to your domain name, and you will lose out on the Renewal fees paid to the older Registrar. So you can transfer your domain anytime to another registrar after 45 Days of previous expiry Date.
