Is the Account Transfer Services topic is the General Announcements forum still valid?

I asked for this service and I got a reply:

If you are agree to pay charges @ $45/hr. basis then we can move this account's data manually

n.b.Although my request was moving an account from cluster 2 to cluster 1, but will this make any difference?
