cant open a webpage though the page exists

The page adclick.php exists but when i got to the foll url

http://rhired.com/demo/banners/adcl...offerid=120349.10000292&subid=0&type=4&ismap=

it says Forbidden
You don't have permission to access /demo/banners/adclick.php on this server.

I see that all the permissions has been set as well.

Can anyone help, since the support person @ JODO is not replying.
