Can't send to Russian Emails

I have a client who is in Russia right now. She is unable to send any emails to Russian email addresses and some others; however, she was able to do so some time ago even in Russia.

I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

Is this a problem with the hosting setup or something else? Not sure, really.

It means you sending email to a gmail user that doesn't exist.

No, the emails being sent to are valid and can be sent to from other domains.

We're still working with the client trying to sort this one out.
