CF on WinCF slow

We have found an issue on WinCF. MS live.com is making over 400 queries per second to multiple sites. It's making CF respond slow.
 
we have limited the IP of live.com search engine on 5 sites and it has fixed the problem as it was making so many requests per second. it was killing all coldfusion.
