Changing IP up domain when them been added to spam black list

Do Can I change fast IP up a mail aliases - when this IP been added to spam black list ? How can I do it, how many IPs can i take ?
 
1. Spam blacklists should not be listing the IPs, please report them if so, there area FEW IPs in the level3 range of IPs that we have, that have very old blocks on them.

2. You can't change the mail sent from IP, we do this on purpose so we can monitor spam complaints and outgoing mail.
