Changing Permissions on WIndows Server

Is there a way to change permissions on a file for a shopping cart on a windows server.

I need to change the permission for a configure.php for a cart to unwritable, it won't let me change from 777.

One must send a ticket to change permissions on windows, since windows does not have CHMOD support on FTP server.
