Am I allowed to host chat scripts that doesn't need any custom components to be installed on the servers??? and in what limits?

You can use " phpMyChat 0.4.15" of EasyApp applications.

It will work, this is all it reuqires:

1. Will this application run on a shared web hosting environment?

Yes, as long as the system requirements are met. Please make sure that you have IIS running and Microsoft ASP.NET Version 1.0+ installed on the machine where you want to install CuteChat.
