Deleteing Plans?

I'm getting this error trying to delete a plan:

Plan XYZ cannot be deleted because it is used by 1 user(s). Please use Search by Accounts utility and also please check for accounts awaiting moderation to find details about these users.

Nobody is using this account yet. Where should I go to do this?

There could be an application for that plan in your "Signup- > Moderation" section Or alternatively open a ticket or use live-chat.
