Download MP4's from Win Boxes

I have a mp4 file uploaded to Win13. I don't understand why, but I cannot download the file from a properly formed hyperlink. If I change the extension to ".mov" with is another file of the same name in the same directory it works fine.

Is there a restriction on what files (extensions) can and cannot be downloaded?

It is IIS restrictions, it just needs the mime type added, I think you can do this in the control panel, but if you can't we are a ticket away.
