end-user setting up mailbox without cp?

Is it possible for an end user to set up a new email account *without* going through the CP?

This was possible through IMail by setting an Admin account; is the same possible with Horde?

We manage websites for our clients and don't want them to have access to things which - quite frankly - they don't understand.
