Is the GD Libaray active on Win11?

My sites on Win2, Win8 have no trouble, but the one's on Win11 are not functioning correctly.

It is there, but was not enabled on php.ini, it is enabled now:
gd
GD Support enabled
GD Version bundled (2.0.28 compatible)
FreeType Support enabled
FreeType Linkage with freetype
GIF Read Support enabled
GIF Create Support enabled
JPG Support enabled
PNG Support enabled
WBMP Support enabled
XBM Support enabled
