Limited internet available to Staff, ticket only - Again

We have a major internet connectivity cut at the office and the backup connection is down due to a major storm, so we are on low speed backup links now that are not allowing us to handle all live chat and phone calls as we'd like. This is also delaying planned maintenance and migrations as the services are running now we do not want to start and have a problem on the low speed link and be in an added bind, so we will be delaying until the internet is live.
 
And, it has returned. The primary provider is having problems with a switch on their side that caused the problems before, I am not sure the issue now. The backup provider was hit very badly by the storm and is repairing access in a number of areas and just not complete yet.

This is NOT impacting the servers, it is only the office and support tickets and phone calls.
 
Service has been going up and down for the last 4 hours, but seems to have stabilized now and working much better.
