Network flapping (going up and down) causing an issue on some routes

We're checking a network flapping issue that is making problems in BGP and other services and causing routes to go down.

We see it up, then get alerts, and it comes back up on own in a few seconds, but there has been one case of about 8 minutes of problems that we've detected from 3rd party monitors, others between 20-60 seconds.

There's been no more flapping since the post was made, but we are still keeping a watch on the issue.
