The reason we charge setup on custom IP requests (such as requesting IPs from a certain range or different range or rDNS) is because they need to be managed manually and we need to set them up manually.
Plus, depending on which IP is assigned to your domain, we may even need to call up our upstream tier-1 to delegate rDNS for it to us.
rDNS is more complex than just DNS, there is no built in facility for managing and creating it, the time that it takes to setup is what the charge is for, also note that it is a one time charge, not $10 a month.
Sorry for the newb question but i don't really understand what reverse DNS is used for??

Very few things require rDNS, one of the main services needing rDNS is mail servers, as one wayto prevent spam is to match IPs to greeting to rDNS entry.
Another random question, do reseller's customers have to justify IPs also?
IP Justification is a internet wide issue, every provider has to provide justification for their IPs in use.
