Win10 IIS Slow

it has self corrected and faster now, but I am still working to see why it got slow for a minute or two.
 
1 Application pool recycled when it hit memory limits, and it seems it caused 3 other app pools to "quit pinging", which just means they quit replying for a short time(30 seconds).
It was able to self correct and continue.
I am looking for the site that hit the app pool memory limits now, but the issue is resolved already.
