Win17/18 rebooting - resolved

Since win17 and win18 did not get moved on sunday night like the plans, they are actually down again and being rebooted.

Will be up in next 3-5 minutes.

All up now, I was just walking out the door of the datacenter as this happened so was here to handle it most quickly.
