Win2 IIS slow

I know the reason, someone has some PHP code going haywire and I am having to find what it is to prevent a mass process overload, I will paste something that happened within 4 minutes.

This is edited up a bit to look more formatted:

The server is working much better now, I know the user that is spwaning the processes as that is very easy to track but there a quite a few domains I am having to check to find what the problem is.
