Win22 had another issue with this, the NIC controller seems to be at fault, the two nics share one controller and at times it just quits sending packets. We have the server fully synced to new hardware and will begin the migration process on it as well.
Drivers initially fixed this issue, but it again returned after a few weeks.
It was rebooted and is back up already now.
