Win28 IIS abuse - resolved and watching

We are checking win28, it is responding slow to us and on IIS in requests. Simple requests are working alright, but larger ones are bogged down badly.

It is doing better right about time of post, but not fully resolved we are still checking.

Server seems to be fine now, but we still monitoring it.
