we can clear space and within 5-10 seconds all 5-6GB will be used again. We are working to find what this is but it is going very slow. We can't reboot it forcefully as doing such will result in a sure chkdsk with this large amount of disk writes.

We have found the source, someone was trying to take an archive from webshell of a VERY large domain folder, and it was hung in a loop, continually making the files.
we have blocked the IP of the one requesting, and sending a mail asking for a ticket for us to create the archive manually for them, will unblock the IP after communication of the issue is in place.
