Win5 IIS problem

Ok, I had Tanmaya come back and post while I was triple checking everything.
Win5 is back up, and what happened was the iisreset command got stuck in a loop, I was trying to find exactly why, but basically admins on shift ran a total of three IISresets in a 10 min period, and they looked to be hanging. However behind the scene they were working, in a loop causing iis to come up and go down, effectively keeping it down. I had to restart the server to kill this look as I was getting access denied errors trying to kill the iisreset processes.
