Win5 IIS slow

IISreset is hung starting/stopping the iis service, I am restarting the server.
 
Win5 is up now, the post about reboot loop was actually a false alarm, I caught it just as it was shutting down after getting the IIS process to stop, windows hangs sometimes on rebooting when a process is hung as it tries to force it to end gracefully.

IIS is back up now as well.
