server blacklisted

we are receiving this message after sending an email to hotmail:

SMTP error from remote mail server after MAIL FROM:<[email protected]> SIZE=2930:
host mx3.hotmail.com [65.55.37.72]: 550 SC-001 (COL0-MC1-F16)

Unfortunately, messages from 173.0.136.149 weren't sent. Please contact your Internet service provider since part of their network is on our block list.
 
We are already aware about this issue and is pending with hotmail to release the block for this mail server IP [173.0.136.149]. However, we didn't get any positive response from them, so it it blocked yet.

However, we'll try to make some temp fix on this issue asap. In the mean while we recommend you to use any mail client like outlook, etc. to send mail(s) to hotmail accounts till the issue resolves completely.
 
Althought you say that it is fixed, it is not. Please, read my ticket RS #OTY-97206-46 . Perhaps now it is not blacklisted, but mails sent from your webmail to hotmail address never arrives

Webmail is the most frequently abused, and the least reliable way to send email. We try to keep it non blacklisted but every password that is weak ends up there, and that is exactly why we filter all webmail through one IP and it is NOT a mail server IP, so it saves the mail servers from a true blacklisting.

We have also started the process to join a new program at hotmail that even requires corporate contracts to give full information and allow an instant feedback and delisting, but it takes some time.
 
Hotmail is now blocking my mail server, IP 173.0.137.147

This just started happening yesterday.

What do I need to do to get this resolved?
 
We have done junk mail reporting program agreement with hotmail. We are in the process to resolve this problem as immediately as possible.
