New outbound mailserver IP's?

We are using SPF for our customers, and that has worked well up until this week (possibly last week). It looks like some mail servers, specifically mail9, is now routing mail through mail9-smtpout.myhsphere.biz which is on a different subnet.

First, what should we be using for SPF now?

Second, why weren't we notified the IP's and mailservers would be changing?
 
1. it likely should be using the name myhsphere.biz not the IP
2. They change if there is a temporary blacklisting or spam issue, always have, for years, almost a decade now, I don't think we've ever given notice of it once, and it happens too often sometimes due to trojan and malware these days(stealing login info from client PCs, or even sending via them), I don't think it will even be possible to do so.
 
This is what I have been using by default for any of our customers (with the exception of those that need to send SMTP out via their ISP's mail server, then I add an additional entry for those smtp servers):

v=spf1 a mx a:ns.mysphere.biz a:myhsphere.biz include:myhsphere.biz include:mysphere.biz ~all

Does that look correct?
