Is ASP.NET 3.5 supported on new shared accounts or new reseller accounts ? Will be supported in existing shared accounts ?

1. In new accounts it's possible to switch ASP.NET versions (including ASP.NET 3.5) via Control Panel ? and ...
2. In existing accounts the 3.5 support need to be requested domain for domain or for the whole account ?
