How do you restart your asp.net 2.0 application?

What does web service on/off in the control panel do ?

It threats me of deleting all the data in the domain, but seems it does not do that.

One thing I'm suspecting it does, it is to revert the website from asp.net 2.0 to 1.1.

So, if for some reason I think my website/application needs a reboot and it is on a shared account, how do I do it?
 
Edit the web.config by putting a space, extra blank line, etc. it will force the sever to recompile the application.
