Mailing list problem

I am trying to get my e-mail list to do the following.

1. Subscription moderation
2. Only subscribers can post to the e-mail mailing list.

I cannot get this to work as I have selected those two options, and yet anyone can subscribe to my e-mail list without authorization.

Can anyone help? Thanks.

It appears that the subscription moderation feature doesn't work.
