MSSQL5 - checking some abuse

Abuse is back this morning, we only temporarily stopped the DB that was making issues yesterday to give them time to resolve the issues, but today it is back and seems even worse. Going to reboot the server and assign it higher limits on CPU cores to help in the short term.
 
We have offered the DB making trouble a place on another server for temp so it stops impacting all other users.
