Seeing some packetloss/abuse on Win2 server

We are checking win2 it is seeing some bad packetloss, others on node are not seeing this so it is a win2 specific issue.
 
I have the network down to the server while I m applying some changes and hope it will help the server when it returns.
 
We have the server up now, and with some pretty strict rules, we will ease off on these rules as the attack goes away. If you repeatedly refresh a page you will likely get blocked for a period of a couple minutes automatically.
