I ended up coming, and had to power off, it is back up now and VPS starting.

Issue are returned, it seems like some RAM issue may be making fault here.

Got some progress on a remote shut down and start here, looks to be working properly at the moment, keeping a close watch. VPSes are currently launching and that will be the ultimate test.

it looks like even servers that are showing up, are not replying to requests now. We are still trying to debug this now.

It looks like all but one VPS now is working, and we are working on that one VPS now. We did one Virtuozzo patch, and some windows updates, and it resolved the core issues.
