We are restarting IIS now to resolve this matter, it looks some something was using all the CPU that caused this slowness, we are investigating but have to do the reset on iis first as it is being slow even for us.
the IIS reset worked to make it more controllable for us, but the issue is still happening after IIS was fully started, confirming it is a matter of abuse, we are working on it to get resolved ASAP. it is up, but a bit slow.
