How do I change user permissions on a particular folder?

I need to give write permissions to internet users in order for an ASP application (message board) to run. The message board folder contains many sub folders that also need write permissions for internet users. I have right clicked on the folders via Terminal Services and set IUSERS to Read & Write but it stills says "Permission Denied"

Do I need to enable the abality to run ASP applications somewhere?

I am new to VPS, a recent shared host convert.

You have not mentioned if you are using Plesk. But If you are using Administrator's login to modify permission then you may change it. You may change the permissions from IIS server management console.
You may open a ticket with your Plesk login and WinVPS server login details. We will do it.

Thanks, I have raised a ticket. I am using Plesk BTW.

In the mean time could you please explain what the IIS server management console is and how I get get access to it?
