Disc Usage Question

Appologies in advance if im just being really stupid here. I have recently set up a Value account but i dont quite understand the Disc Usage Bar/Avg Usage figures in the control panel.

Mine reads "4.18/200 MB" however the files i currently have on the web space only take like 0.6mb and i have no e-mails in any accounts or databases set up.

I dont quite understand where this figure has come from. Im not complaining or anything as this dosent seem to affect anything that im trying to do however i would like to know what it actually means. Again appologies if im being stupid.

I would love to know too. The files I have upload is not consistent to what is displayed. My site is 126mb but it sometimes reads up to 190 mb.
 
There is an issue with the usage meter for Hsphere on win2003. We are downgrading accounts to Windows 2000 and that will solve the problem
