Server Time (able to be changed, or one-for-all?)

Being in the U.S. PST zone, the server time seems to be set ~ 3h:20m ahead of my time here. Using ASPMail, delivery seems to lag until that 3 or so hours pass by, and any timestamp in MySql uses this same time setting.

Is there a way to change this, or is my only option figuring out a workaround?

If we change the server time especially for you, other customers that use our current time zone settings would be affected. Therefore I'm sorry, the only option would be to work with the current time zone settings
