Does the recent outage of what for me was 9 hours qualify for the uptime guarantee refunds,

It was about 6.5 hours I know that your ISP seemed to start filtering the route sooner and seemed down for your sooner by what you said on facebook, and I am not disputing it, but I just want to be clear that network traffic came back up after fiber cut for most, for about 2.5 hours.
