There is some site using too much cpu(over 61%) causing win16 to be slow, I am doing an IIS restart at the moment to make the server more responsive then tracing out the problem to have a resolution.
Edit: This topic may not be updated again, as IIS is good after the reset and I am focusing on finding what made it slow(using too much cpu).
