WINCF4 being slow - checking

This is a really odd issue, not seeing any excessive disk or cpu usage, but all server is still responding slow. It is sitting on an entire node by itself, there is really not any reason for it to be slow. I'm going to try to get it as responsive as possibly and start a defrag, as its the only thing i can see possibly slowing it down.
 
This is so frustrating, got it working for a bit then iis bogged down with requests, tried to do a quick restart of iis and it hung up.
 
well well, thank a spammer for that one, found, stopped, and working on cleaning up the mail systems so they can be restarted, but at least CF is up now.

Old PHP app versions partially to blame here as well.
