Have you tried changing
<%@ Page Language=“VB” ContentType=“text/html” ResponseEncoding=“” %>
to
<%@ Page Language=“VB” ContentType=“text/html” %>

or explicitly inserting the responseEncoding value ie “UTF-8” or similar
<%@ Page Language=“VB” ContentType=“text/html” ResponseEncoding=“UTF-8” %>
Are you using a web.config file?
