I moved it to using name based connection. You had named based in the include file, but the top include file, was using IP based.
I was surprised to see connection strings in include, and header/other include also. Maybe you too forgot it was in two places 
I PMed you the file making issues, and fixed it as well.
The ASP churning continually for DB connection makes that happen.
no, the problem is that your pool does not allow booting moderately loaded, the support service had to reboot with this answer:
There was pool was hanged on win 22 web server .we have to re-set them to fix it
It was just your site making the load in the pool hang, as soon as I edited, it went from 56% cpu usage for the pool to 1-3%
also a pool recycle, is not a reboot.
