asp.net 2.0 by default

I was thinking - isn’t it possible asp.net 2.0 to be enabled by default for new domains on windows accounts. I think it is backward compatible and asp.net 1.1 sites works fine on asp.net 2 domains - and most new clients are using asp.net 2. I think the answer will be no but just in case.
