Is there a way deny an IP block from accessing my windows VPS.
A bot using this address block:
hammers my site everyday.

Yes you can do that for sure, Just log in your VPS and go to IIS MMC, browse to the domain > right click > properties > Directories securites > IP address or domain name restriction > Edit
Here add the IP or domain and just block.
