I do not believe so.

A couple of years ago I built a demo site to check email and post via WAP. Here is what I did:
make CF website that checks mail on a POP account and formats results as WAP
Call that web page from my WAP phone.

Should be able to do the same thing with ASP or PHP.

Just remember to set the Content-type in the header
