The reason why I ask that is I’ve been looking for a VPS to test out freebie control panels and other programs (like Webmin, Virtualmin, Usermin, etc.).
I’m just curious if they do come with any kind of control panel.

No, you get no control panel with VPS by default. You can install webmin which is recommended
