I need to change my billing address in CP but I cannot find where. I changed contact info but it had no affect on billing info.

You must do so from Billing > Billing Profile
One suggestion,
I had to change my email address in my billing profile and it made me re-enter my credit card info. Saving that info for and allowing manual edit would me nice. That way someone doesn’t have to re-enter that info to edit one item. Of course if your address changes then cc might as well. Just a thought.
