The company www.netcent.com or www.ncbuy.com has blocked my IP somehow. I need to know any suggestions on how to find out or how to get around it. Besides getting another IP address.

Contact them and ask them to unblock you?
You could use one of the many anonymous proxies on the internet to visit the website..
