MySQL3 Loss of connectivity?

My client is getting repeated issues on mysql3 (204.14.104.150) when accessing a database driven application.

He get’s this error:

Error Number: -2147467259

Error Description: [MySQL][ODBC 3.51 Driver]Can’t connect to MySQL server on ‘204.14.104.150’ (10048)

Is this caused by a loss of connectivity?

already did, all i get is “nothing is wrong with mysql3”.
