Would the network outage discussed at this link
http://support.jodohost.com/showthread.php?t=11423 cause a zencart (php/mysql) based website to start going nuts?

No, don’t think so 
The network was not even totally out, it was one route incoming that was out making some not able to reach the network. It was corrected a few minutes later.
