My sites on web2 and web3 server is painfully slow, and it takes 10-30 seconds before the sites loads.
Tried to submit an ticket, but got this error message:

I’m afraid I wasn’t able to deliver your message to the following addresses.
This is a permanent error; I’ve given up. Sorry it didn’t work out.

I’m on web3 also and am getting exactly the same problem.
Sites are up but very very slow.
No response on Live chat also…
Tickets via email are currently having issues and will be resolved shortly.
Web2 and Web3 both have response times of 400ms. However we are checking this out
Web2 & Web3 were having unscheduled full backups today, which made them a bit slow.
We are working on optmizing web2 further. Web3 seems to be fine at the moment, but i will still monitor it for performance.
web3 server is still slow. When can I expect the server to run normally?
